New IT requirements resulting in a Defense Business System costing over $1 million must be submitted to the Department of Defense Investment Review Boards in the form of a problem statement (PS). The templates provided here comply with Directive-Type Memorandum (DTM) 11-009, Acquisition Policy for Defense Business Systems, and are based on the DON's Standard BCA DON's Standard BCA Template. The "PS Template" applies to a new initiative that is not yet a program. The "PS and General Program Requirements Template" is appropriate for modernizations to existing programs.
The Department of the Navy Enterprise Information Technology Standard Business Case Analysis (BCA) template is used to provide fact-based information to support a recommended course of action for IT related projects or acquisitions. Whether a BCA is required and the level of analysis needed are determined by the project's decision authority. BCAs are required in accordance with "Department of the Navy Enterprise Information Technology Standard Business Case Analysis (BCA) Template," (April 15, 2011) and "Required Use of DON Enterprise Information Technology Standard BCA Template," (June 30, 2011).
This memo provides guidance for determining the appropriate mission area for ongoing or new information technology investments.

The DON IT Conference, East Coast 2013 will not be held in Virginia Beach this year due to budget and travel restrictions. As a result, several sessions will be held virtually via Defense Connect Online (DCO). The AFCEA/USNI Joint Warfighting Conference scheduled for May 14-16, 2013, at the Virginia Beach Convention Center will still take place. Several senior DON and DoD leaders are scheduled to appear as speakers and panel participants. Local commands are encouraged to attend, with appropriate command approval, when no travel costs will be incurred.

This memo states that Enterprise Information Environment Mission Area, Warfighter Mission Area, and Defense Intelligence Mission Area systems will conduct certifications and/or annual reviews that will be reviewed and approved by the Department of the Navy Chief Information Officer and the DON Deputy CIO (DDCIO) (Navy) or DDCIO (Marine Corps), as appropriate.
Virtually all managers say budget cuts have hurt mission performance, but a select group is looking to evolve rather than scale back.
